About Our Attorneys

Norm Skeens attended University of Maryland. He has a B.S. in business, and a J.D. in law from Ohio State University. He is a Korean war veteran and is a member of the Society of former F.B.I. Agents. His civic services include being a member of the Lions Club, charter member of the Rotary Club, community council promoter and president, American Legion Judge Advocate, YMCA Chairman of the Board, member of the Phoenix Planning Commission and also a charter government selection committee.

Norm Skeens' social and professional associations include Beta Theta Pi fraternity, Phi Delta Phi legal fraternity, American Bar Association, State Bar of Arizona, Maricopa County Bar Association, International Bar Association, American Judicature Society, as well as the Arizona Trial Lawyers Association. He has been admitted to practice with Arizona Superior Court, federal district court, U.S. Internal Revenue Service, and U.S. Supreme Court. His work experience includes F.B.I Special Agent, Deputy Clerk of Courts, bailiff of Maricopa Superior Court, Deputy County Attorney and over 50 years of private practice of law in Maricopa County.

Jack Levine, of Counsel has been an active member of the Arizona bar since 1964. He is a graduate of the New York University school of law, and received his LLB and JD degrees in 1960. After graduation, he served as a special agent with the FBI. He is a founder and charter member of the personal injury trial lawyers association, and has been a member of the association of trial lawyers of America since 1963.

Mr. Levine has practiced in the areas of personal injury, employment law, commercial litigation, domestic relations, criminal law, insurance law and consumer law. He has tried over 200 jury trials in a combined total of over 500 contested bench trials, administrative hearings, and arbitration hearings. He is a past chairman of the trial practice section of the state bar of Arizona, the past president of the Arizona trial lawyers association, and was the editor in chief of summation magazine. He has lectured and written extensively on trial skills, strategy and techniques. Mr. Levine is the founder and initial director of the continuing legal education program for the Arizona Trial Lawyers Association. He has served both as a mediator and advisor to the American arbitration association.

Tom Schoaf, of Counsel is an experienced attorney, public official, and small businessman who has substantial experience gained in the private practice of law and in various private and public sector leadership positions. He attended the University of Notre Dame and received a BS metallurgical engineering, Cum Laude. He received a juris doctor, Summa Cum Laude from the University of Notre Dame Law School. His work history includes Councilman, and is the current Mayor of the city of Litchfield Park. He is also the treasurer, vice chairman, current chairman of the Maricopa Association of Governments, executive committee of Arizona league of cities and towns, and is the co-chairman of the Luke - West Valley Council. Mr. Schoaf's professional associations are the American Bar Association, Arizona State Bar, and Indiana State Bar.
